PROJEK PEMBINAAN JABATAN KEDUA PULAU PINANG

Pada hari ini saya telah mengusulkan supaya mesyuarat Dewan Rakyat ditangguhkan untuk membincangkan perkara tertentu, berkepentingan ramai dan perlu disegarakan.

Saya mencadangkan:

Bahawa Dewan Rakyat membincangkan cadangan projeck pembinaan Jabatan Kedua Pulau Pinang memandangkan kos projek tersebut adalah terlalu tinggi berbanding cadangan laluan alternatif yang mampu menjimatkan RM4 billion dana awam“.

Pada Ogos 2006 Kerajaan Persekutuan mengumumkan projek pembinaan Jambatan Kedua Pulau Pinang di bawah Rancangan Malaysia Ke9 dan upacara perasmiain tanah telah disempurnakan pada 12hb November, 2006 oleh Perdana Menteri ketika itu, YAB Tun Abdullah Ahmad Badawi. Ia dibina oleh usahasama Cina Harbour Engineering Co Ltd dan UEM. Pembinaannya menggunakan laluan selatan dengan jarak 24 km dengan kos seleruhannya melibatkan RM12 billion dan dijangka siap pada pertengahan 2012.

Menurut sumber industri, saya difahamkan bahawa projek yang sedia ada ini tidak wajar diteruskan, kerana ianya melibat kos pembinaan yang terlalu tinggi. Saya difahamkan juga bahawa adalah lebih wajar untuk membina projek Jambatan Kedua Pulau Pinang ini dengan menggunakan laluan alternatif melalui laluan utara. Laluan tesebut ternyata lebih dekat dengan hanya berjarak 10km serta melibatkan anggaran kos keseluruhan yang lebih rendah berjumlah RM7 hingga RM8 billion.

Berbanding dengan projek yang sedia ada, amat jelas bahawa cadangan projek laluan alternatif bagi membina Jabatan Kedua Pulau Pinang berupaya menjimatkan RM4 billion dana awam. Berikutan itu, saya mencadangkan supaya Dewan Rakyat membincang hal ini bagi membolehkan rakyat mendapat gambaran mengenai permasalahan dan alasan-alasan kukuh mengapa cadangan laluan alternatif bagi pembinaan Jambatan Kedua Pulau Pinang tidak boleh dipertimbangankan meskipu iany berurpaya menyelamatkan RM4 billion wang rakyat.

Atas perkara yang tertentu ini yang melibatkan kepentingan rakyat umum yang perlu disegerakan, saya telah memohon secara rasmi kepada Yang di-Pertua Dewan Rakyat supaya usul ini dibincangkan pada hari ini.

  1. How about bringing back Penang’s Free Port Status?

    I remember those days when my father would drive us to Penang for the school holidays, where we would stay at Kedah House. We would wait for such trips because that would mean having the latest toys. I remember my dad bringing us to Penang during school holidays to watch an ice skating show – something very rare those days. Those were the days when chocolates, butter, cheese and jam were imported – even bread. It was a time when the sight of a single plane landing at Alor Star airport was a major event where people come just to watch the plane make a landing.

    Bring back the trams that used to run through the busy thoroughfares of George Town, their familiar sounds etc which reminds me of the same that still run the streets of San Francisco and Kyoto today.

    Let the Pearl of the Orient be the pearl that it once was.

    Forget the politics of race when the argument was, “Why should the people of Penang who were mainly Chinese get to enjoy a status like a subsidized cost of living, the people in other parts of the country could not and were denied”. Forget the loss of revenue argument, with the federal government having to forego import duties and other revenue sources that come with this special status. What about the tourist dollars that today have been diverted elsewhere?

    Those were the halcyon years. I say “Bring them back”.

    Anwar is trying to reduce the pain of the rakyat from the rapists walking at the corridors of power. 4 Billions is a lot of money to be shared amongst them.

    What about the billions already decided to channel through Telekom Broadband project ?. Forget about about PKFZ.

    You can dream of good old days Bean, the current regime is only interested in $$$$$$$.

  3. Tunku and Siew Sin used to say, “It is not the business of the government to do business. The business of the government is to govern.” Then Tun Razak came along and prepared the way for Mahathir who fine tuned the art of doing that business to benefit himself and his cronies. If Najib is honest and true to tradition he would apply the brakes and reverse course because that was not the intention of his late father. Stop the mammoth projects. Stop the building of roads and bridges that ‘lead to nowhere’.
