Singapore-Malaysia Relations: Najib’s Move for Better Relations could be in jeopardy

Comment: It will be interesting to see how Singaporean diplomats can diffuse this situation. One would have thought the Najib-Lee diplomacy had put an end to the sour relations that existed between the two countries in the past.

As someone who has consistently supported better relations between Malaysia and Singapore and regards himself as a friend of Singapore, I am disappointed  to note that  the attitude of  officials in Singapore has remained contemptuous of Malaysia. Old habits of mind are certainly difficult to change. I would have thought our two countries  could move forward on the basis of mutual respect and interests with the warming of relations between the two Prime Ministers.

Now, we are made aware via leaked  US State Department cables  of  these comments by senior officials in the Republic. It is abnormal to call the Malaysian Prime Minister, Najib Tun Razak, who went out of his way at the risk of incurring the ire of hardliners in his own party, UMNO, to mend relations “an opportunist”.

I am particularly surprised because I would expect that Ambassador at Large Tommy Koh who I regard as one of the Republic’s most outstanding diplomats, Civil Service Head Peter Ho, and Singapore Foreign Ministry’s Bilahari Kausikan to be more discreet and nuanced, even to US officials.

Having said that, I note that these comments were made in 2008 and 2009. But the question to ask is whether their views of Malaysia have changed in 2010 and moving forward. So some official explanation is required.–Din Merican

The Malaysian Insider reports:

Malaysia’s improved ties with Singapore could be in jeopardy after the republic’s senior government officials reportedly said “Malaysia’s decline” is fueled by incompetent politicians.

These officials were also less than complimentary about Malaysia’s prime ministers, past and present, with one of them calling Datuk Seri Najib Razak “an opportunist”.

Their comments were contained in leaked US State Department cables and are likely to put pressure on the roller coaster relations which both countries have had over decades.

The cables, obtained by WikiLeaks and published in The Sunday Age, disclose discussions between senior US officials and their Singapore counterparts Peter Ho, Bilahari Kausikan and Tommy Koh.

All three Singaporeans gave damning assessments of Malaysia. The discussions between the Singaporean and US officials took place in 2008 and 2009.

In September 2008, Kausikan, a senior foreign affairs official, told the US Deputy Secretary of Defense for East Asia David Sedney that the “situation in neighbouring Malaysia is confused and dangerous”, fueled by “a distinct possibility of racial conflict” that could see ethnic Chinese “flee” Malaysia and “overwhelm” Singapore.

“A lack of competent leadership is a real problem for Malaysia,” said Kausikan, citing the need for Datuk Seri Najib Razak to prevail politically in order to avoid prosecution in connection with the murder of Mongolian model Altantuya Shaariibuu.

“Najib has his neck on the line in connection with a high-profile murder case,” noted Kausikan.

A few months earlier, Peter Ho told another US official: “The political knives will be out for Abdullah (Ahmad Badawi’s) son-in-law, Khairy Jamaluddin, whom nobody likes because he got where he is through family ties…”

Khairy is now the UMNO Youth chief but has not been given an administrative post in Najib’s government despite being seen as one of the shrewder politicians in the country.

“As for Najib Razak, he is an opportunist. Although he has not been critical of Singapore, he will not hesitate to go in that direction if it is expedient for him to do so. Najib’s political fortunes continue to be haunted by the murder scandal,” Ho had reportedly said.

The leaked cables will give ammunition to hawks in the Malaysian government and UMNO who believe that it is unproductive to have good relations with Singapore, whom they describe as calculative and condescending.

The Najib administration has attempted to keep the relationship on an even keel and even untangled a long-standing dispute over Malaysian-owned railway land in the republic.

This breakthrough was made despite opposition by some quarters in the ruling party. Both governments have agreed to set up a joint-venture company by December 31 to develop land parcels swapped for the prized railway land that cuts through the island state.

  2. “Relations” in Jeopardy? Nah – just farting in the wind.. I’ll have to disown my relatives and bosom buddies down south soon.

    Whoever this Kau-Sik-An flur is, we would like some verification of that leak that was dated Sept ’08. Meanwhile, much excrement has passed into the sewer. Revelations like these are double edged swords that pierce every nook and cranny of diplomacy. It is especially dangerous when a neighboring country has damaging evidence of our top politicians and their imbroglios.

    We have 2 protagonists, each fighting for their political lives. One, an alleged philanderer, bugger (anal fixated) and murder accomplice who has the authorities at his disposal and with a severely intoxicated (err.., toxin-ed) spouse who had recently celebrated her ‘advertised’ birthday. The other a beaten-up, sway back ‘God-sent’, who had been prosecuted, persecuted and incarcerated for sheer disobedience and recalcitrance – whatever his charges may be – the metaphorical ‘buggering’. What irony! What a crass sitcom!

    Tell me friends, whom would you choose as a leader?

  3. As much as I don’t like Najib, aren’t all politicians opportunists? Even Obama would take any opportunity presented to him for his political expediency. So i think this statement is kind of silly coming from people in their positions.

    Time to get APCO to work. It’ll be such a waste of money if people still assess us badly. Maybe najib should also consider buying singapore’s friendship
    since we love throwing money around.

    As for incompetent leadership, muhyiddin keeps on popping on my mind as the best example for this.

  6. Did WikiLeaks reveal plans by Singapore leaders to invade Malaysia should the UMNO-BN government fall for any reason? They didn’t??

    Did WikiLeaks not leak what the Chinese leaders there are saying about the Malays across their causeway or the straits? They didn’t?

    Didn’t WikiLeaks mention what Harry Lee had to say about Rosmah and the derogatory term used against her which is fat s#@*?

    You see there’s nothing leaked that we don’t already know. It doesn’t qualify as a leak.

    A dent to M’sia-S’pore relations or a dive would depend on how desperate both leaders at both ends of the Causeway need to distract their own people for whatever reason or reasons. Malaysia has hers made for her. But S[pre? We can expect them to tell the Malaysian leaders to go take a leak.

  7. I would like to know what Hilary Clinton has had to say about the Malaysian government, its leaders and Malaysians in general. We know she thinks Malaysian leaders are retards. That’s nothing new.

Senior officials are candid with each other and they say things all the time. Some of these would come out later in the memoirs written by those who later retired. Check it out.

  10. Disparaging or uncouth remarks on leaders and personalities of various countries are often exchanged during closed door discussions by officials in any country. If you know the workings of govt. agencies, in particular the intelligence services, its the norm to do so. So what’s the big deal !!!

    Or else why are there so many proverbs on opportunity. Eg. Strike while the iron is hot. Opportunity comes only once etc.

  12. Everything said were the truth, how can we blame anyone for telling the truth in a private conversation. How are they to know the details would be made public.

    I told my wife exactly the same thing – how the **** did a 33 year old jobless man be worth USD200 million? Its the same for these Sporean people, they just speak the truth.

    Why it hurts us so much is because we cannot deny or rebut a truth.

  14. Yes you are right. Hilary Clinton has apologised to many Foreign Minister for what US diplomats said about them until one Foreign Minister told her not to worry too much and that she should read what his diplomats have written about her.

  16. This diplomats would have had a few beers and talked about the sun the moon and about people. Most of it would have been personal opinion, heresay , biased and gibberish anyway, to be forgotten the next day.

    The American diplomats will cable this rubbish as a scope to get promotion, excellence.

    Look back at the rubbish the Americans talked at the UN for the second invasion of Iraq. After killing a few hundred thousand innocent people found out that there were no weapons of mass destruction and the saddest part, that Saddam Hussein is no friend of Al Queda.

    They needed somebody to blame for Sept 11.

    Since they are now the only World Superpower can fabricate stories , which came from these kind of chit chat and destroy all and sundry, mainly innocent people and mainly muslims.

    These talks , now bocor, should be only be touched with a 100 feet stick. All hog wash.

  18. It does sound a bit ” suspicious ” at this juncture. So far, realationship between the two neighbours have been reasonably good !
    Why is S’pore suddenly now becoming ” interested ” and prying into Malaysia’s internal squabbles, creates a ” doubt ” about the insidious motives or secret agenda of S’pore towards Malaysia.
    Is it because LKY and his PAP being interested purely as a ” good ” neighbour, OR , is there show of interests purely of its ” CONNECTION ” with the DAP in view of an impending General Election that is a hot-point in Malaysia’s politics ? ? ?
    I think it is NOT about good neighbourliness, because it sounds fishy…..!

  21. To be honest, these comments are if you take it on a positive note worth agreeing. Given the opportunity I would make right these comments or prove the comments wrong, rather than to deny and counter it with more lies.
    I am sure there are comments about to be relieved placing our leaders in worst light. Judging from the quality of our leaders, their comments may sound worst than this…

  23. Below comments are how a statesmen should behave, not denying nor admitting, leaving it to individual perspective. Now, our official wants their pound of flesh, demanding an explanation. I would rather leave it till the dust settle for we do not know what is about to leak that may incriminate us. So don’t be too happy as yet.
    SINGAPORE : Singapore Foreign Affairs Minister George Yeo has said the confidentiality of diplomatic communication must be respected, and that any communication must not be taken out of context.

    He was speaking to reporters on the latest reports from WikiLeaks regarding comments from senior Singapore Foreign Affairs officials on countries in the region.

    Mr Yeo said: “There will be more coming out in the future and “you said this about me and I said this about you”, and it goes on. I think it is best that we respect the confidentiality of diplomatic communication.

    “That is what certain individuals said about others. There could be a diversity of views. As I said, they probably said things about me which I may not agree with. But that is fine, that is to be expected.

    “If you want to hear everything which others say behind your back, and take offence at it, you will be a very unhappy person.”

    Mr Yeo added that diplomatic relations cannot be done “on the basis that there is a camera in the room recording everything”, and that when that happens, “we lose something”.

    He also said that sometimes it is in the nature of “cocktail talk” where “people say things in a blunt forthright way”, and “we should not divorce, even if true, what is said from the context”.

    A diplomat is never drunk. He just prtends to be drunk and uses it to get information.

    On another matter realtions between and among countries is based on national interest and revelation such as this hardly make a dent on how they conduct themselves when it comes to protecting national interest. In diplomatic circles this goes on all the time. One side is trying to gain an upperhand over the perceived or real weakness of the otherside. When they do meet face to face in private or official capacity and even if such information is there they do do not take it up. But it will be used as a referance point to drive home their advantage. It is no different from what we do on a daily basis when it comes to protecting our narrow interests be it personal or related to the organisation we work for. If there is some unpleasent business to be conducted it is usually taken up through ‘ diplomatic channels’. Meeting are usually conducted in a pleasent atmosphere.

    Many of us including leaders have now become more aware what those diplomats with diplomatic immunity and a glass of drink in their hand do. Hence, I do hope that we will not only be careful of what we say to them, in the event you are invited for a national Day Reception, but also try to run this blessed country in accordance with the constitution and the rule of law. As a nation we must be concerned of our image and what others say about us but at the same time should not be too sensitive when such comments are made.

  25. This is another respond, skillfully done to avoid prolonging the issues which if not done properly will be spin by potential opportunists. Also, a lesson for our diplomats not to counter any issue with lies.

    In response to media queries on Australian press reports of US Embassy cables leaked by WikiLeaks which attributed remarks to various Singapore leaders and officials, the MFA Spokesman said:

    “These press reports are based on American interpretations of confidential conversations that did not provide the full context and, in some cases, were from third party sources. As a matter of principle, MFA does not comment on leaks. ”

    Asked whether these leaks would affect Singapore’s ties with these countries, the MFA Spokesman said:

    “Singapore has long-standing, robust and positive relationships with all countries in our region. These relationships are built on a strong foundation of shared interests and mutually beneficial cooperation in many areas. Countries base relationships on their own interests and not hearsay or gossip.”

    When asked if he expected that subsequent WikiLeaks reports would contain critical comments about Singapore by other countries, the MFA Spokesman said:

    “There are many thousands of leaked cables from US diplomatic missions all around our region. I would be very surprised if Singapore were not the subject of at least some of them. As I said earlier, MFA does not comment on leaks. ”

    “Singapore takes leaks of confidential information very seriously and would not tolerate it here,” the MFA Spokesman added.

    Singapore does not have to explain anything. Every country has its prejudices against its neighbours but is not talked aloud because of diplomatic etiquette. I believe Malaysian leaders have a ton of prejudices and hatred against Singapore. Ask the mamak who rule this country for decades, who always wanted to provoke wars against the tiny red dot. If everything that we have said about our neighbours, friends and acquaintance behind their backs were not held back behind the bamboo or iron curtain of secrecy, there would be no detente. So treat the wikileaks as a game of diplomacy. Everyone practices it.

    If Malaysian officials insist on their pound of flesh it will only be damaging to a person who swore upon the Koran that he did not know anything about Mongolian delicacies. Singapore still has the biggest trump card close to their chest. That’s why they could get Pulau Putih without any sweat and still have the upper hand in the railway land negotiations. Would that person risk the exposure?

    Not sure if such official reply justify Singapore’s standing. By the way, I have been staying Down South for plenty of years. Seriously, some heads need to be rolled. Especially on the certain extremely bizzarre expose.
    I am a bit taken aback by Tommy Koh’s expression. Not because his comment is not true about Malaysia but I expect him to be far more tactful….Okie laa, I can accept that…..
    But one expose on ahem…..(Not need to say the obvious) has gone too far. Frankly, I am extremely not satisfied on explanation on the escape of Mat Selamat. Now this…..
    It has given people an impression that Singapore is meddling with Malaysia’s affairs. Openning up plenty of questions. Is Singapore SO DAMN INCOMPETENT that they can’t deal with a PR run Malaysia government.
    I thought that James Gomez debacle is worse enough…..If the oppositions in Singapore smart enough, PAP would have a run in their money in the next coming election

    On another note, I reserved my judgement on Geroge Yeo….He’s one such nice Foreign Minister……With Hot Potatoes, he handled rather well…..Hehehe, as campared with Water Resources Minister who took 3 weeks to make such feeble statement on flash flood in Singapore…..In fact, I have seen personally who the flash flood happened even before my very eye in Upper Thomson Road….(Yeah, go ahead sue me if I am wrong man).
    I bet Singapore government won’t get away with this….They better act fast to close them…..My advice to Singapore government, PAP, Singapore PM & Lee Kuan Yew….

    1) Be extremely neutral
    2) Accept the fact that you would be handling different government….Not under BN anyway
    3) Accept Change

    After all, Singapore has been embracing change….It’s time to change for the better…..Else, expect another Cheng San in Aljunied GRC or Toa Payoh GRC

    FYI. Singapore would most probably having another GE next year. Toa Payoh GRC is helmed by 5 MPs including that Wong Kan Seng, Home Affair Minister. Aljunied GRC is helmed by another 5 MPs including George Yeo, Foreign Affair Minister.

    You forgot to add:

    Singapore should join Indonesia and form an new entity called SINDONESIA. Indonesians are less religious fanatics like the Malaysian Malays, they are more secular than the characters in Malaysia, they have 300 million people, so no worry about adding a sprinkling of rich and talented Chinese.

    With the air firepower of Singapore plus the million soldiers in Indonesia, that will put all other countries in their places. Indonesia can learn a few tricks about tackling corruption and Singapore can have the massive domestic market, to set up factories etc etc. Singapore can add more firepower to help Indonesia take more islands away from Malaysia.

    After becoming part of SINDONESIA, Singapore should unilaterally dynamite (compliments of Alfred Nobel) part of the Causeway.

    Anybody wanting to come to Singapore should go through DAP Penang to Medan first or via Jakarta or take a ferry to Singapore operated only by Singaporeans.

    That should frighten the shit out of Putrajaya and shut the mouths of our Foreign Minister and our Defence Minister.

    Just a thought to add to your advice to Lee Kuan Yew.

    Perhaps you want to also advise Rosmah how to win back Singapore to join back Malaysia.
