  1. History has not been kind to regional groupings especially in South East Asia whether with or without Western partnership. SEATO (Southeast Asia Treaty Organization) and MAPHILINDO(a Confederation of Malaysia, the Philippines, and Indonesia – some ground work done but did not take-off) – are good examples.

    It is difficult to bring independent sheriffs into a single block to serve a common cause. Cambodia’s latent leaning towards China and Philippines’s breaking of ranks to hold private dialogue with China are indicative of the myth about the cohesiveness and solidarity of ASEAN. You yourself Dato have spoken about the possibility of the emergence of a second ASEAN.
