MACC will be given more independence if…, says Najib
by Kuek Ser Kuang Keng–www.malaysiakini.com
In view of a looming general election, Prime Minister Najib Abdul Razak today offered an election promise that should BN regain a two-thirds parliamentary majority in the next general election, the Malaysian Anti-Corruption Commission (MACC) will be given more independence.
An Anti-Corruption Service Commission, as suggested by the MACC advisory board, will be established to enable the anti-graft watchdog to have full control over its officials, including the power to appoint and sack them, he said.
“I agreed with the view of the MACC advisory board that to reflect to independence of MACC, an Anti-Corruption Service Commission should be created. This commission will be given the power to appoint and sack MACC staff.
“But this issue needs a constitutional amendment. God willing if BN is given a two-thirds mandate in the coming 13th general election, the constitutional amendment will be carried out and this service commission will be formed,” said Najib while officiating the Certified Integrity Officer Programme at Putrajaya today.
Draft bills may be made public
Elaborating, he said the commission will enjoy the same authority given to the current Police Commission and Education Commission, including the power to filter, choose, interview, appoint and sack their own staff, to ensure MACC has the specific talents to perform its duties.
“If it can be implemented, it will easier and more efficient for professionals who want to serve for MACC to do so,” he added. Currently MACC’s human resources is under the purview of the Public Services Commission, the same as all other government agencies.
Among other matters being considered by the government, Najib said, was the status of the MACC chief commissioner, which may be upgraded to a post stipulated in the constitution such as the posts of attorney-general, auditor-general and judges, to ensure independence and transparency.
Apart from giving more teeth for MACC, Najib also announced that the government, in line with the principle of transparency and public participation, is mulling to publish all draft bills on ministerial websites for public scrutiny and feedback before they are tabled in the Parliament.
“This will eliminate the public and international perception that there is law which only takes account into the interest of certain quarters,” he added.
A Pakatan Government will definitely do better.

Najib, you are now admitting that all this while MACC is one sided and not independent. The MACC Act is a joke, then. How stupid can you get to admit this openly. The chances are–and you know it–you will not get your two-third majority in GE-13. Stop dreaming. I hope you will do slightly better than your sleepy head boss, Badawi Al-Kepala Batasi. Otherwise, UMNO will dump you if you fail to deliver.
Gurubachan Singh - February 27, 2012 at 10:32 pm
I do not think that they are looking for more independence. They are looking for more freedom from outside pressure.
Anonnymous - February 27, 2012 at 10:34 pm
Don’t need the two third majority. If the Act is truly sincere and will make the MACC truly independent the Opposition will surely back it. Najib is talking rubbish here.
orang malaya - February 27, 2012 at 10:36 pm
Disband the MACC because its reputation cannot be salvaged after the deaths of Teoh Beng Hock and Ahmad Sarbaini while in its care. The power to hire and fire is the least of its problems.
Only a smattering of people believe that the MACC is honest or serious about tackling corruption. I mean these guys have not charged any minister or government politician despite overwhelming physical evidence that many of them are living beyond their means.
Fire Abu Kassim for failing to act on TBH and Ahmad Sarbani. He has blood in his hand. Cry Geranimo.

A Pakatan Government will make MACC independent – period .
Can’t trust these UMNO – Barisan goons who keep saying ” if this ” and ” if that “. They are still in power . Why can’t they make MACC more independent NOW. How can we trust any party that makes everything conditional upon their winning ?
cetus - February 27, 2012 at 10:58 pm
What absolute Crap! Another Parliamentary revision of MACC Act? What is there to Trust, when they can’t get anything right and require revisions ad infinitum?
Statements like these show us how idiotic and slow-witted this flur is.. Go away la, insulting our intelligence. Perhaps Perkida, Perkasa and Pemuda require this type of lame bravado.. We don’t!
C.L. Familiaris - February 27, 2012 at 11:14 pm
LEADERS should not only do the right thing but they must ALSO SAY THE RIGHT THINGS .
The other day the CCID chief said that the police have recommended that the cowdung gate people be charged for criminal breach of trust. It was only a recommendation from the police . But this was ” shot down ” by the PM. Was it right to do so when it is within the purview of the police to make such recommendations ?
And today we have this from a sitting PM. Alas i can’t help but feel that UMNO Barisan is doomed. These are signs that come, only when one is desperate .
procius - February 27, 2012 at 11:18 pm
Aiyooo Najib, you are an embarrassment. You are indeed a pasar malam PM. Malu le oiii
Semua Boleh la - February 28, 2012 at 12:16 am
PM making such crappy statements….proven that he is another big assy clown ..and just know to give sweet glamour faces and nothing serious at all. Time of doom for BN…if he kept on saying what his vision assurance will be implemented if BN pertain 2/3 majority….so all this while BN is not serious in the ETP and 1 Malaysian…what low graded wrotten grabages of this si kitty boy
Socaime - February 28, 2012 at 12:40 am
Dai tambi how many times must I say poorah? Satu kali poorah cukup lah….You’re one bumbling idiot who can’t differentiate between a lembu and a kerbau. No wonder Fat Mama gets the better of you all the time. You ingat kita orang semua bodoh macam you kah?
Tok Cik - February 28, 2012 at 12:41 am
When I read this piece in Malaysiakini I kind of guess that it’ll be a matter of time before Pak Din has it on his blog. My guess was right. There are over a hundred comments already in Malaysiakini. More will come this way. Makcik will be the only defender of this Pekan moron. Unfortunately, the Umno cybertrooper is on Din’s hit list.
Tok Cik - February 28, 2012 at 12:51 am
More independence to MACC? Isn’t this a public admission that this crime busting organization lacks independence? Now you need a commission to bust the balls of those who are subverting the course of justice? Who bust the balls of those who do?
This is one ball game ball players in pursuit of justice are not interested in playing. Try squash.
Mr Bean - February 28, 2012 at 12:51 am
Yeah, you want a 2/3 majority so you and your goons can continue to screw us up for the next 5 years. Good try Pinkie Lips, good try…
Tok Cik - February 28, 2012 at 12:53 am
They tried squash with Shahrizat Abdul Jalil but she won’t play ball.
Mr Bean - February 28, 2012 at 12:54 am
What other balls are there left to play?
Mr Bean - February 28, 2012 at 12:58 am
You can fool some people some of the time, you can even fool all the people some of the times and you can fool some of the people all of the times but YOU CANNOT FOOL ALL THE PEOPLE ALL OF THE TIME, NAJIB!
Greenbug - February 28, 2012 at 1:19 am
Platitudes and more platitudes? When will these end? And no mention of Tan Silly Phang the MACC advisor who lost his job, forced to leave in return for immunity against prosecution?
scarlet.pimpernel - February 28, 2012 at 1:30 am
No, Greenbug. You can fool all the people all the time. Najib ended up even fooling himself.
scarlet.pimpernel - February 28, 2012 at 1:33 am
Really?…independence in the current civil service?
The top dogs (not in any demeaning sense) in the civil service are getting a very fat raise in the recent salary revision which is causing a minor revolt among the lower categories.
These nouveau riche top dogs are now more than ever beholden to their political masters. With a civil service that has the doctrine of ‘saya yang menurut perintah’; all dogs down the line are wagging their tails waiting for the next command.
What independence you are talking about Najib?
Jamal Majid - February 28, 2012 at 1:36 am
Cry sh..t talk, Najibo. Tak guna punya PM. Kalau tembak, Mahathir pun kalah.
You are a confused leader, desperately trying to stay in power to the point of being fiscally irresponsible and morally discrepit. The fact that you can’t control your own home says it all.
Your own father, Tun Razak would be embarrassed by what you are doing over the last few years (since April, 2009), long on talk and promises, but you are unable to carry out what you promise. We cannot trust you. I am not sure that you even trust yourself. As Tok Cik says, poorah. Even your Guruji cannot help you. Cry Geranimo.
geranimo - February 28, 2012 at 5:33 am
You gotta give Najib Razak credit for trying. What has he gotta lose but his job in Putrajaya. Not his wealth. Not his future. Though according to the grapevine he could do without his controlling and meddling other half. Only problem I have is he is using taxpayer money to help him win the elections, to help prop himself up when everything else is heading south.
Mr Bean - February 28, 2012 at 6:02 am
“Apart from giving more teeth for MACC, Najib also announced that the government.”
Giving more teeth to MACC is not a good idea. But then some say it is because then whoever is in charge could give more head.
scarlet.pimpernel - February 28, 2012 at 7:00 am
The best idea to make the MACC independent is to appoint the Opposition in charge of it.
Ha, for sure it WILL be independent!
Bobby - February 28, 2012 at 9:26 am
The opposition does not run the government. The ruling party does.
Mr Bean - February 28, 2012 at 10:40 am
Nothing will change if the present government continue. So, it time to choose from the 2 devils. Which is better? Well, we have UMNO/BN for 55years. Thus, trying out PKR for one to two term and you’ll get the results. I am going for PKR.
vic - February 28, 2012 at 11:34 am
The old ACA had already been upgraded into the MACC, together with much more glitzy uniforms (just look at the Commissoner! Like some 4-star general leh!) and much better premises (inclduing the infamous Plaza Masalam).
But even then was there any corresponding increase in the efficiency of the MACC in bringing the real corrupt people to book? It has been more infamous for the Teoh Beng Hock tragedy.
And Najib wants to offer a “more independant MACC” in exchange for BN being voted in for another term?
He allocated RM100 million for her Permata outfit in the 2010 Budget, increased to RM111 in the 2011 Budget, and she said “not enough” ahead of the 2012 Budget. What has come of the mountain of money?
Yes, some child nuturing centres here and there, and some activities here and there. But nothing which justifies the mountain of money.
I only saw ridiculous stuff like the bombastic “First Ladies Summit” in 2010. Themed, ‘A Child Today, a Leader Tomorrow’, but what have the 12 African and one Sri Lankan “First Ladies”, and our own self-proclaimed FLOM, have actually done in that vein since the millions of ringgit of the Malaysian public’s hard-earned money went into paying for the event? (I hope Najib does not even try to point at the D.Litt (hon.) which Rosmah was awarded recently!)
In similar fashion, Najib now wants to tell the rakyat that increased MACC independence will come about with another term for BN. And I’d ask in similar fashion, what real good came out of the costly ACA to MACC transformation in the first place?
Leithaisor - February 28, 2012 at 3:57 pm
He certainly forgot that he is still the PM .
There is no need to wait for anything in order to implement policies that will ensure a clean govt machinery and functions.
What make him think that only the bn can do it and the pakatan can’t?
If najib is sincere , why wait?
Remember the IPCMC? Must we wait for a change of govt just to do that?
All the calls for a clean govt actually came from pakatan.
How many will believes bn today.
johanssmKhunPana - February 28, 2012 at 4:03 pm
Everything with Najib has an “if” in front of them. Why must he put conditions to the things he should or must do if those things are beneficial to the country? If he doesn’t want to do his job just give it to someone else who does. Who needs a “conditional” PM anyway?
didi - February 28, 2012 at 5:34 pm
Will you guys stop referring to Rosmah as FLOM and instead use FLOP acronym for First Lady of PrimeMinister.
scarlet.pimpernel - February 28, 2012 at 5:54 pm
He has other ladies you know. But this one comes first.
scarlet.pimpernel - February 28, 2012 at 5:55 pm
I thought FLOP is an acronym for First Lady of the People. Najib always said he’s a people’s person, right?
didi - February 28, 2012 at 8:43 pm
Give him another 5 years & 2/3 , then everything kowtimed !
( u help me …i help u).
iwc - February 29, 2012 at 12:26 am
Yes stop calling her FLOM. That is utter nonsense As for PM. Enough dangling carrots already. No ones buying it.
Kathy - February 29, 2012 at 5:13 pm
With the ladies in his life, I guess he’s dangling more than just his carrots. Could it be pisang ambon?
Mr Bean - February 29, 2012 at 8:16 pm
“stop calling her FLOM.” Kat.
Tsk, tsk.. that’s bad form. This is a very beloved acronym, chosen deliberately and judiciously to inspire adoration and adulation. It rhymes well with Flip n Flop and it starts with the proper “F” pronounced as “pffft..” It’s an acquired taste from the alligators in Louisiana.
