Still on NEM (New Economic Model)

I am sure those people at NEAC when drawing up our NEM read Michael Porter (Competitive Strategy:Techniques for Analyzing Industries and Competitors) over and over again. It’s impossible to talk about competition, being competitive and all that without reading Porter. Unless, those bean counters assisting Amirsham are not conversant with Porter’s work.
Many people can talk about Porter’s 5 forces analytical tools when assessing competitiveness. They can write elegant treatises about it and present it to the Prime Minister. Maybe some of the more able of the PM advisers will read on behalf of the Prime Minister and present him a précis or summary.
I say the more able bearing in mind, as I said before, the general perception of the public is that many of the PM’s advisers are more adroit at their golf games. Plus, many of them are not up to the mark- making it reasonable to assume that Porter’s work is heavy on them. But I hope there aren’t too many of them near him.
I therefore do not propose to talk about Porter’s 5 Forces analysis. I want to talk instead of the 6th force- government and public. We are in the government. We are the public. We must read the work of Adam Brandenburger and Barry Nalebuff, who wrote a seminal book, Co-Opetition: A Revolution Mindset that Combines Competition and Cooperation in the mid-1990s. They added the concept of complementors (also called “the 6th force”), helping to explain the rationale behind being competitive.
Now, surely this must be something even cerebrally deficient advisers must understand. Government and the public means politics. This is the game everyone from the peon who has made good to become Hishamudin Hussein’s political secretary to the Cambridge trained young cikkus in PM ‘s office can understand. It’s the common language of those wanting and being in power.
Even though Porter indirectly rebutted the assertions of other forces, by referring to innovation, government, and complementary products and services as “factors” that affect the five forces, we know how the quality of government, governance affects economic outcomes. Let’s talk about government, governance as important aspects of the NEM.
The common way to approach the subject of economic well being has always been- insist this, demand that, legislate this, decree that, going public with combative calls instead of rigorous and reasoned arguments expounding an idea. This is the Perkasa way of doing this which is at once childish and very primitive. It’s childish in the sense of duplicating the way of a child who throws tantrums and is normally rewarded with the milk he wants. But if he is an obnoxious adolescent, he can also get whacked!
The best way to push for Malay economic agenda is to stress its importance to Malay survival. That in making Malay survival dependent on their economic mastery galvanizes them to action. There must be a Toynbeean challenge to them, not insurmountable but sufficient for them to spring to positive action. Declaration of a new economic model premising itself on the ideas of competitiveness and creativity as the PM has done, is one of them.
The stupid thing the government has done, or hasn’t done actually is to get ready with a respond group sounding out the preferred reactions. Instead by its own inactivism, (that is expected from lethargic and indolent UMNO any way), its territorial ground has been usurped and overtaken by people like Perkasa, MPM and all that. The speed by which Perkasa has taken leadership on the issue of Malay economics over sleepy UMNO, can only suggest that UMNO people have not been thinking about economics.
Instead they are easily sidetracked into nonsensical things such as making police reports about Anwar using the name of Agong and all that. That’s not going to save UMNO if Malay economy is kaput. Forget Anwar. Ibrahim Ali is mowing down your legitimacy.
You should be attacking the erroneous ideas of the Ibrahim Alis of the world. You know the effects of the previous NEP, yet you play dumb and appear to accept that the way to progress is to have more of the NEP doses? How stupid can we be? We want to go back supporting an economic blueprint that has achieved more success in inducting selected puteras into the Malaysian Tattler List instead of general progress of Malays.
The ideas of progress by groups like Perkasa are erroneous. This goes against the idea of progressivism- that we move on from something good to something better. That makes the march of humanity forward. Compare that to Perkasa and others asking us to go back to policies started and probably needed and justifiable in the 1970′s. We are invited to move backwards!
The other important thing to think about is our proclivity to take things for granted. The danger of holding this thought is it breeds passivity. Asking others to lookout for our well being and upkeep reinforces the habit of taking things for granted. Hence for example, Malays assumed that just because society as a whole has progressed, that same progress should also go to them automatically. As I have said, there is no such thing as a free lunch. It is profitable for Malays to have a sense of pessimism a bit. Just to be aware that if we don’t do anything about it, we can have nothing in the midst of aplenty.
Hopefully that realization would demand that Malays should not take their economic progress for granted; that if they don’t pull themselves by their own bootstraps, they can’t put on their shoes. Leave nothing to assumption. It is not safe to assume that Malay progress will be part of the progress of the whole society. Malays can be left behind even though our society as a whole has progressed. So far, the effects of economic policies implemented since 1970 have supported this observation- we can still be behind while society in general has improved. Assuming progress comes automatically is fatal.
Hence from the beginning we must assume nothing and leave nothing to chances. We mustn’t assume that because we have a Malay government, economic progress flows naturally. It hasn’t and part of our disappointment is attributable to the fact that we have assumed having a Malay government alone is sufficient, without reading into it, Rigorous Qualifications of how a Good Government must be. So we think when we have Ketuanan Melayu, the future will be bright. It has been bright for some.

I see SakmongkolAK47 mentioned Arnold Toynbee Challenge and Response Thesis. What is this about? Let me say my piece on this subject since LKY in Singapore used this thesis to develop his country.
Toynbee’s thesis is that all societies rise and fall through a process of “challenge and response.” As long as a society is growing, encountering new challenges, overcoming them, and moving on to other challenges, it is healthy.
The renown historian also describes the “dominant minority,” “external proletariat,” and “internal proletariat” groups that make up societies. To take the example of Rome, the Romans themselves were the dominant minority, whose traditions sustained the Republic and then the Empire. The internal proletariat of Rome was the Christian religion, which came to inherit the prestige of the Romans. The external minorities were the Slavic and Germanic tribes on the northern borders, which were kept at bay until the dominant minority lost its will to expand.
Toynbee does not see empires (such as the Roman Empire) or “universal states” as triumphs of a society’s strength, but rather as a sign of weakness. A healthy society expands, develops creative arts, and encourages social mobility; an empire has rigid rules of conduct, laws, and social hierarchy.
Toynbee’s thesis is an excellent primer for understanding history, and can easily be applied to today’s societies, including ours. He offers many different examples of growing, static, and declining societies, and shows an incredible mastery of his subject.–Din Merican

Look at Israel and its economy. There is nothing wrong with 1Israel. It is about chutzpah, entrepreneurship, research and innovation. Israelis have learned to survive under conditions of adversity with a national ethos “To Dare”.
Why can’t 1Malaysia can be the same? We can if we throw those people like Ibrahim Ali and his cohorts into the dustbin and that includes their Patron. The Malays must learn to swim with the sharks in a globalised world. We have to compete and win.—Din Merican

I agree with Din’s view, it is time for the Malays not to take anything for grunted. We must become a rugged society and move forward from a state of dependence on Government to one of Independence based on individual initiative and hard work.
The last 4 decades has shown clearly to all of us that there is no such thing as a free lunch (SAK 47). Dependence on Government comes at the expense of our individual freedom. Think about it and reject PERKASA, Ibrahim Ali and his new patron, the new hybrid Malay from Kerala who deserves Noble prize for his new formula in eugenics.

I am sure there must be some great minds in UMNO who know about Porter and Toynbee. But they don’t care. All that matters now is to retain power, come what may. Hang the law, hang the judiciary, hang the MACC, hang morality — as long as UMNO hold on the reins of government. The end justifies the means.
None of this discourse above will enter UMNO’s head. The party is drunk – intoxicated with 53 years of unbridled power. They think they own the country, the religion and God himself.

Just look at some of his idiotic statements. He prefers to act like an idiot as long as he remain in the corridors of power.

I agree with you . The ” Pagar makan padi ” extract , is a better piece then what Din has here – a very much better piece because it is direct , pointed and says what needs to be said strongly and very simply without miffing words nor extolling the writers’ collection of books that he may have had to read to write the piece and his command of the english language because it is written in Malay .
However , this is Din’s blog and although i agree with you Frank that the Pagar makan padi ” piece would have been a better choice to grace Din’s blog , but all the same it is for him to decide . Anyway , thanks for pointing out the ” pagar makan padi ” piece . I enjoyed reading it too .

Both Sak and I are Hayekians, although I would add Keynes, Galbraith, Paul Samuelson, Milton Friedman, and Alfred Marshall to the list of great economists who had a huge impact on my thinking about economics. So, Sak is my soulmate in the Hayekian (Friedrich August von Hayek of Austrian School of Economics which includes Eugen Von Bohm-Bawerk and his student, Ludwig von Mises) sense. I understand his point of view.
I read a lot of books too and share them with my friends, associates and students. I would be the last person in the world to say that my thoughts and ideas are original. Why don’t your write a rebuttal of Sak’s piece and I will be happy to post it on this blog. What is special about “Paga Makan Padi?” Just because it is written in local idiom?—Din Merican

He has the opportunity to reform his party and it would be a shame if he does not use his power to make Malaysia great again, and change UMNO’s mind-set. Put some incorrigibly corrupt UMNO leaders–there are quite a few– behind bars for corruption as that would deter others from being corrupt. –Din Merican

With things going the way it is, Anwar is neither the pagar nor the padi. The closest i can ‘imagine’ is the orang-orang (scarecrow) – trying his level best to scare the burung gagak away.
Quite effective at the moment concerning the “1″Israeli thingy. The gagak2 is calling for hellfire and brimstone on him, i understand.
As for Kubota or John Deere, neither – certainly not a Protong. Does it run on diesel?

The reason for UMNO’s downfall and that of all fallen dynasties is their wrong philosophical approach .
It is a fact that Life is mainly about going on an ever changing journey full of challenges/obstacles and the search of solutions to overcome those challenges.
The day one becomes too comfortable, complacent or tired to go on, it is time to pack the bags.
Men like Lee Kuan Yew, realise that the only way to stop the decline of a nation is to prevent complacency from taking root by making sure that new blood is constantly being pumped into its meritocratic system to encourage heathy competition to take place among its elites to keep the system always spinning vibrantly like a top !
Too late now, UMNO/BN. A spell in the opposition corner awaits you and will do you wonders, provided you are able make full use of the sojourn to rehabilitate your selves.

Any attempt to change the status kuo of the hijacked NEP will be vehemently challenged/resisted by the majority of the Umno leaders who have been enjoying the “goodies” they got from it without real hardwork.
Peoples the like of Robert Kuok and Lim Goh Tong made their fortunes through hardwork and contributed tremendously to the economy of the country. People like Tajuddin Ramli made his through the back door. Yet “robbed” the country through shady dealings with MAS.
If one were to consider patrotism, which of these would we say is more patriotic ?.

Right. Strong vested interests have taken over UMNO. They are on a roll. And they will not let go of power voluntarily because it could spell the end of their looting in the name of working class Malays.
