In a spin over task forces
It started with the Public Accounts Committee (PAC) and included site visits and recent disclosures of its Chairman, Datuk Seri Azmi Khalid on the incompetence and cavalier approach the management of the Port Klang Authority(PKA) had towards public funds and the public trust in the implementation of the Prot Klang Free Zone (PKFZ).
Then the Audit Committee comprising accountants from PricewaterhouseCoopers (PwC) was commissioned to investigate claims of irregularities in the conception of the free zone.
There was the Special Task Force set up in June to recommend to the PKA how to rectify the wrongs and initiate legal action in respect of the findings revealed in the audit report.
Concurrently, there was the corporate governance committee, an ambit of the Special Task Force, charged with implementing long-term control mechanisms to ensure the PKA board and management adhere to the rules of good governance.
Alongside this committee was yet another executive committee which looked into reviving the PKFZ project and to make it viable.
In the midst of all this, the Malaysian Anti-Corruption Commission (MACC) had established its own 30-member Task Force, while Bukit Aman’s Commercial Crimes Division had also set up a team to investigate the fiasco.
The Special Task Force report which was tabled in the cabinet on Wednesday had damning findings on alleged conspiracy between the management of the PKA and contractors involved in the project, as well as evidence of alleged dereliction of duties of former PKA general manager Datin Paduka O.C. Phang and alleged breach of procedures by former transport minister Tan Sri Chan Kong Choy which contributed to the escalating cost of the project from an initial RM2 billion to what, according to PwC, could be RM12.5 billion.
In an interview with theSun published yesterday, Transport Minister Datuk Seri Ong Tee Keat stressed that it was important to the nation how the saga concludes – that those responsible for the colossal losses are made accountable, along with exploring proposals to salvage the project.
Thus, just when Malaysians were getting ready to see the culmination of the PKFZ affair into prosecutions of high-powered individuals, the administration drops a bombshell – by forming another task force, this time a “super” task force to look into good governance and reviving the project.
Having followed the PKFZ story for the last five over years, one understands the intricacies involved – mind you, billions of ringgit of public money is involved.
With so many hands at work, from as far back as 1995 when land was first acquired, it is important to ensure no culprit slips through the cracks and everyone involved is made to account – irrespective of the magnitude of their involvement.
So it is important that the investigators go through all the paperwork with a fine-toothed comb, and this PwC did a fine job.
But seriously, and no disrespect to Chief Secretary to the Government Tan Sri Mohd Sidek Hassan and his team, what more could one demand of the probe into the PKFZ issue? What more can Mohd Sidek and Treasury secretary-general Tan Sri Dr Wan Abdul Aziz Wan Abdullah uncover that the Special Task Force has not already?
After all, the terms of reference of the Super Task Force is identical to that of the Special Task Force: to identify elements of abuse of power; to point out areas where there was non-adherence to the principles of good governance and to come up with proposals to revive the project, save money and recoup losses.
Hasn’t the Special Task Force made up of lawyers and accountants and other experts already made its findings known to the cabinet?
What guarantees are there that the Transport Ministry officials involved in the new Super Task Force are not as culpable as those implicated in the Special Task Force report in allowing the project costs to balloon indiscriminately?
Or is this an indication that someone or the government is not all that convinced, or worse, do not approve of the findings of the Special Task Force and needs a Super Task Force to corroborate the results of the former’s investigations?
Another question is why would the Attorney-General need to be a member of this Super Task Force to deliberate over initiating prosecutions? Wouldn’t the investigation papers of the MACC and Police be sufficient for him to do his job, as has always been the case?
The Opposition is already gaining brownie points from the public by claiming that the setting up of this new task force is an attempt to hoodwink the public, a cover-up or at least a stalling tactic to save the key players from prosecution.
One finds this claim debatable, especially with a by-election looming in the horizon and the Barisan Nasional (BN) facing a daunting task in regaining lost ground among the hearts and minds of the rakyat.
It wouldn’t want to sink all it has regained since March 8, 2008 by pulling the covers over PKFZ, now would it?
But one thing for sure is that pussyfooting around this matter is not going to convince the people that this is a government that acts without fear or favour, and will just add salt and pepper to the theories already spreading on the blogosphere of how the PKFZ saga will end.

All right thinking rakyat knows that this “super-duper” task force has been tasked to do the biggest cover-up for the mother of all shits.
Accountability and transparency is selective when it comes to blunders made by the gomen but the rakyat can smell a dead rat when they see one from a mile away.
Don’t worry though, as the FDI fund managers are not as dumb as us rakyat and they will know where to invest which is not right here in Malaysia

I was having dinner at Micasa in KL and watching CNN live as I just got a call from my son in NYC. He works about 4 blocks from the WTC and he was on his way in to the office and saw the second plane hit the WTC. After the initial phone call I lost contact with him till about 20 hours later when I finally got through to him.

After reading chief secretary Tan Sri Mohd Sidek Hassan’s abysmal interview with Malaysiakini, it’s clearer than ever that in Malaysia being awarded an honorific like “Dato’ Seri,” “Tan Sri” or “Tun” is a mark of utter contempt! It’s like being publicly branded a liar, hypocrite, sycophant and money-worshiping wormtongue. Boy, am I glad I don’t carry such heavy karmic baggage…. Imagine, if scoundrels like Gani Patail and Musa Hassan can be given such honorifics, what intriguing skeletons await discovery in the hidden closets of the entitled?

What do You think will happen to the investigation into PKFZ orFCKZ? NOTHING!!!!!!! even though the culprits have been identified, names, dates, dollars and venue mentioned. Unless and until the government is serious the Police, MACCai, PAC or whatever committee you want to call it, nothing will happen. Things will be allowed to simmer for a while and then it’s put onto the back burner and the Malaysians will forget all about it. History is repeating itself. Malaysians don’t turn over a new leaf but turn the same leaf over and over again.

For its therapeutic effect, if nothing else. The same with music. Music serves as another medium of expression. It captures the imagination of those who listen and has in some cases been instrumental in bringing down governments.
It is important that pubs and so-called houses of ill-repute remain open. Because it is in pubs in England and tea houses in Japan and Rumah Urut and Karaoke lounges and Toddy Houses in Malaysia, that ideas are hatched and political conspiracies choreographed.
Other than that we must be allowed to preserve our sanity, Tean must be allowed to turn to Ms Maria Ozawa for solace. Shrek to his character for some solitude and I seek mine in the self-deprecating humor of my character, Mr Bean. What good will it serve if we all lose our sanity?
Din Merican is doing the same thing. He frets, he fumes, he stares, he stamps the ground. And these days he presses on the delete button every so often when things appear to be getting out of control. That is his privilege.

On to the topic of this thread, I like to share with you a comment which appeared in The Edge Malaysia (September 14, 2009 issue) on Page 3, Frankly Speaking:

However, the violations unearthed by the PriceWaterhouseCoopers audit are substantive enough for the Port Klang Authority (PKA), Transport Ministry, Malaysian Anti-Corruption Commission (MACC) and Attorney General’s Office to pursue legal and administrative remedies to protect the public interest.

Malaysians can remember an endless list of such commissions that had been set up after every major crisis that threatened to erode the authorities. It is also “convenient” that the new task force (and may I add,dubbed “super”) serves to limit the scope for a Transport Minister Ong Tee Keat and PKA Chairman Datuk Lee Hwa Bend to make politically damaging moves against unfriendly moves against unfriendly figures in the saga.
The public will be keenly observing how the PKFZ scandal is finally resolved. No matter how many twists appear along the road to a full accounting of the fiasco, they will not likely forget the gravity of the transgressions that occurred”.–The Edge Malaysia
Frankly Speaking, in my view, the Super Task Force led by the Chief Secretary who is least competent to deal with the financial and accounting issues is a cover-up by the Najib Administration since key UMNO and MCA leaders are involved. There is no dateline for the completion of its work. Maybe it will be on a never-never basis, like all committees set up by the UMNO-BN government in the past.
Najib thinks Malaysian taxpayers and the public will forget the scandal over time. Remember the BMF scandal in Hong Kong (then still a British colony) involving Carrian Holdings and UMNO proxies and the now defunct Bank Bumiputra Malaysia Berhad via its wholly owned subsidiary in the 1980s. Nothing came out of that scandal in Malaysia in which the Bank’s internal auditor was murdered, despite the findings of the Ahmad Noordin Report. It was a perfect cover-up at home, although that Hong Kong did put some senior Bank Bumiputra executives in gaol.
BTW in China, those who are found guilty of corruption are exterminated by after having been proven guilty as charged. –Din Merican

Thanks. On the PKFZ scandal, I want to repeat the famous quote from my Professor again.
” To ask for the obvious, is a wisdom of a fool”. In this case Najib might think we are fools but the reality is that he is making a fool of himself. I have a strong feeling that if BN keeps on scoring their own goal, all Pakatan needs to do is make sure the rakyat at every corner of the country is aware of what is happening.
Pakatan must strengthen traditional mouth to mouth coffee shop talks especially to those Sabahans and Sarawakians.
Meanwhile, we the “youtoobers” should be allowed to vomit to release the churning stomach listening to the daily nauseating news. The smell is really nauseating and youtube is the best antiperspirant and antidote. Dr. Bean said that overdose of bad news is detrimental to the minds.

We’re just nameless pieces of shit. Sorry guys. I just cannot find a better way to put it. But as you can see words do more violence than moving digital images. If it were my blog I would find a way to stop it. Just a link would do. That way I preserve the freedom of expression – and the need to censor. That said, I must say there is nothing that have been posted from Youtube here that can be considered vulgar or distasteful. You should be proud because your readers show a lot of restraint out of respect for the blog host.
My postings from the Youtube on the anniversary of the 9/11 were deleted and I hope it has more to do with relevance to the topic of the thread than anything else. 9/11 is a single incident in the world’s history, that has so changed the world, and no matter who we are and where we are, it has changed the way we do things.
Now freedom of speech (that’s freedom of speech too), I hope, is part of the Pakatan Declaration. But already there are signs of intolerance. Political blogs have installed moderating mechanisms except for a few where the blog host herself uses vulgarity to get her messages across. That’s her choice and it must be respected. Don’t like it? Don’t visit the blog. Period. Others moderate opinions. They are the same people who incessantly talk about bringing change! What change are they going to bring?? Loose change??
Remember what started BN on this road is intolerance for divergent points of view. This is a sure sign that they have been in power for far too long. Today Pakatan does not control the print media. No one can be sure if it did, it would not show the same bias. I think Pakatan would go the same way because their leaders were of the same generation and have gone through abuse. What do they say about abused children? They grow up to be abusers themselves.
Freedom of expression is phrase commonly used and is bandied about by those who seek change. But little do they know that they understand little of it.
If Malaysia is to be a full blown, matured democracy it has to recognize and respect freedom of speech. To respect it, we must learn to recognize it and to recognize it, we must first be able to understand the nature of it. We don’t even understand the nature of it.
Now get ready for this. Contrary to popular belief, our Federal Constitution does not guarantee anything. It does not, for example, have the equivalent of the First Amendment of the U.S> Constitution to begin with.

Ringgit is being managed by BNM and is not a free float currency. Under current weak exports and drying FDI, the BNM musT be deliberately keeping the ringgit weak vs major currency such as USD and Ms. Ozawa’s yen. We are also hoping more tourists will be interested to come and see mat rempit, headless cow protesters, caning of beer drinking women, penet, orang hutan at Shah Alam etc.
Yesterday, Najib told foreign diplomats to help us telling the world about how good Malaysia under his leadership. A visitor from Mongolia just disappeared without anyone knowing what is really happened. Najib also wanted the diplomats to report that we have better David Copperfield who can send you to heaven after visiting government offices or police stations.
Meanwhile RPK and his MT is helping the government promote the country by uploading documents to show the the reality of our judiciary system and judges. These are surely good for foreign investors and the world must be well informed.
Now back to our agenda. Hawaii with Ms. Ozawa is not a good option Imagine your disappointment Dr. Bean if she jilted you for local boys with bigger and better instruments after sunset in paradise and your threesome plan could not be executed.
