PKFZ scandal plunges to new depths

port klang free zone pkfz white elephant cost overruns 200509Just when Malaysians thought they were about to see the beginning of the end to the Port Klang Free Zone (PKFZ) imbroglio, the multi-billion ringgit scandal took a few new twists.

First, was that the revelation that losses at the ailing free-trade zone could amount to a whopping RM12 billion. It is reported that the PricewaterhouseCooper (PwC) audit on the PKFZ – which was commissioned by the Port Klang Authority – would “show losses stemming from bonds issued to finance the project could plunge it into insolvency by 2012.”

According to Singapore’s Straits Times, the PwC report “details an array of alleged management irregularities at the free-trade zone development”, including “serious conflict-of-interest breaches between officials of the port authority and executives of private companies with close ties to the ruling BN government”.

Malaysiakini had reported last year how the project, originally tagged at RM1.8 billion in 2002, ballooned to RM4.6 billion. Now, it appears that the losses can be as high as RM12 billion.

Second, was the sudden resignation of the man tasked to clean up and salvage the free-trade zone – Lim Thean Shiang, the Port Klang Authority (PKA) general manager and PKFZ chief executive. It appeared that Thean Shiang’s ‘fatal mistake’ was a “secret briefing” he gave two weeks ago to certain BN backbenchers on the yet-to-be-publicly-released PwC report.

According to veteran opposition leader Lim Kit Siang, the briefing was “most improper and irregular”. “Was the Official Secrets Act breached in the briefing, as the reason which had been given so far for the protracted delays in publication of the PwC audit report on the PKFZ scandal is that certain aspects of the report is protected by the OSA,” asked Kit Siang.

Backbenchers Club Chief a key player in scandal

Interestingly, the Backbenchers’ Club chairperson, Tiong King Sing (SPDP-Bintulu), has a controlling stake in Kuala Dimensi – the company which profited from selling 405ha of land for the free-trade zone at an inflated price to the port authority.

Another politician who is a key player in the PKFZ fiasco was former UMNO treasurer Abdul Azim Zabidi, a director of Kuala Dimensi.

Azim, a former MP, lost his Bukit Gantang seat in Perak to the late Roslan Shaharum from PAS in last year’s general election. He was not picked to recontest the seat in the recent by-election following Roslan’s death, which was eventually won by Perak MB Mohammad Nizar Jamaluddin.

It is not clear whether the two were at the ‘secret’ meeting. Kit Siang has called on Transport Minister Ong Tee Keat – whose ministry is in charge of the PKFZ project – to reveal details of the meeting including those BN parliamentarians who were present.

Thean Shiang’s fate, whose resignation had already been accepted by Ong, will be known tomorrow when the port authority’s board meets.

The opposition leader wants heads to roll, in particular the long list of politicians who were allegedly involved in the scandal (see chart).

“The time has come to end all the procrastination and for the RM12 billion PKFZ can of worms to be fully opened to the glare of Malaysian public and for everyone, regardless of status or position, responsible for the mega financial scandal to be brought to book and prosecuted in the courts.

“Whether from MCA, UMNO or any other BN component party, whether big guns or small fries, retired or current politicians including those in the present Najib (Abdul Razak) administration, let them all pay the price for the RM12 billion PKFZ scandal.”

  1. I remember this Port Kelang Free Zone (PKFZ) issue very well. It was first brought to public attention by Anwar Ibrahim some time towards the end of 2007. In press interview at his office (at that time in Section 16, Petaling Jaya), he gave a detailed account of the wheelings and dealings of this project involving personalities with links to UMNO and MCA and how a local cooperative which owned the land was taken for a ride. The promoters of the project led by a certain Tiong (the MP from Bintulu) with the complicity of UMNO Treasurer, Azim, made a profit of nearly a rm1 billion just from the sale of the land to Port Kelang Authority.

    I also note that Anwar called for an independent audit of the project and asked the Badawi Government to explain why the partner from the Middle East withdrew from the deal. This country can no longer afford scandals of this sort. Tun Ling Leong Sik and Chan Kong Choy escaped public censure leaving the problem to OngTee Keat.–Din Merican

  2. Calling for audits etc is not going to change anything. The UMNO run government would only be committing a political ‘hara-kiri’. They may be stupid but they are not that stupid.

    Was there an audit of anything in the past? Of Perwaja?? Which together with a few others bled the country dry?

  3. We must find out why Jafaz Operator of Jebael Ali Free Zone, which operates ports in some of the most corrupted countries in Asia and Africa, pulled out of its 15 year contract with PKFZ in haste. There must be something that they knew missed Malaysian invetigators.

    Who said they are stupid. Show me a stupid man who can pocket 12 billion and not going to jail. To me they are smart. They are smart baboons. But then again, raping the country to feed their children is their long established trade-mark and forte.

    The real idiots are the one climbing trees to put up BN flags during elections. The real idiots are hard core BN supporters especially theose hard working Chinese taxpayers who work like dogs and every four year go to the polling and vote Dacing. The real idiots are those happily eating peanuts while their leaders enjoying lobsters and mongolian BBQ. The real idiots are policemen standing under the hot sun to take home peanuts and yet every elections they voted for monkeys to rape them.

    Oh..the list of idiots would be endless. Some occupied high officers at Putrajaya, Bukit Aman and Kangaroo courts. They are busy licking their political masters and not aware that their children’s futures are screwed beyond repair.

    These group of people are idiots and real stupid.

  5. Another group of idiots are those who sell their souls for a piece of kain pelekat and pangkah dacing at every election. These are the worse kind of idiots.

  6. ‘Idiots’ with little choice if there was any for the last few decades. Only as recently as a decade ago we have witness a resurgent opposition . The last DAP aligned themselves with PAS they received a battering . Things took the turn for the better only when the non Malays realised that inspite of the ‘Tok Guru’s’ islamist stance
    they see in him moderation and with Anwar on their side the future looks bright.
    The pkfz scandal should be drag in the open anything less will not serve the opposition’s agenda

  7. mr. din merican , almost rm 500 million paid to razak baginda , a close friend and confident of our current prime minister for 2 miserable submarines . God only knows how much more was siphoned via the ministry of defence during najib’s tenure in the ministry.

    and now we have a cost overrun of rm 12 billion in pkfz. no wonder sabah is the poorest state in malaysia . the malaysian government cant pay them the 20 percent royalty for their oil but can afford cost overruns of this nature. and these are the leaders dr mahathir recommends for high office .

    i wonder if there are similar scandals involving WESTPORT. most of the appointees here too were made during tun ling leong sik’s time as minister for transport. they were mainly members of his ” whiskey gang “.

    ramachandran nair, that is why Pakatan Rakyat proposed a Royal Commission should be set up to deal with Najib. He is the product of the UMNO patronage system that is now eroding the moral core of our country. The whole system sucks and billions of tax revenues, oil and gas dividends and other public incomes have gone into the wrong hands.   8. And now, I hear, the Cabinet is to decide if the PwC report is to be made public or not. The buck plucking, I mean passing, continues. Cabinet will say it is up to PKFZ Board to decide ala the highway toll agreements.

    Even if the report is made public nothing will happen. The crooks will get away with it, the public will continue to howl, and come next scandal, all will be forgotten.

    Malaysian politicians and corporate crooks have brought deviousness and greed (Datuk Ariff, please note) to first world standards. Even Madoff would be impressed.

  9. mr. din , maybe it will help your readers if you gave us a glimpse of what a PAKATAN RA’AYAT GOVERNMENT would do to contain if not eliminate corruption , greed etc. remember mr din , the 3 of the 4 assembly men who crossed over in perak were from PAKATAN. similarly , the deputy chief minister from perak. he did not crossover but was tainted with corruption. so tell us how , mr din , you think the PAKATAN people are any better when compared to UMNO and BARISAN.
